Infrastructure Excellence: Form Meets Function in Washington

This month we’re spotlighting two transformative infrastructure projects where Spec Formliners’ architectural concrete solutions are making a lasting impact in Washington State: the North Kitsap Service Center and the I-405 NE 85th Street Interchange.


 

North Kitsap Service Center: Building Infrastructure with Character

The North Kitsap Service Center in Poulsbo, Washington represents a $30 million investment in Kitsap County’s future, consolidating road operations and household hazardous waste services into a modern, 15-acre facility built to support regional growth and long-term efficiency.

Pattern Used: #1217 Random Wood

Liner Type: 4×10 urethane form liners bonded to plywood

We supplied our #1217 Random Wood liners to bring the warmth of natural wood into durable concrete finishes. Precision Concrete’s craftsmanship ensured seamless execution, delivering architectural detail that matches the project’s high-performance goals.

 

This dual-purpose facility serves North Kitsap County in two critical ways. The road operations facility improves maintenance support for unincorporated areas of North Kitsap, housing equipment, materials, and personnel needed for year-round road maintenance. The household hazardous waste collection facility—approximately 9,500 square feet—provides a safe, convenient location for all local residents to dispose of hazardous materials, protecting both public health and the environment.

 

Located on Bond Road, the center represents Kitsap County’s commitment to sustainable infrastructure development. The facility consolidates previously scattered operations into a purpose-built complex designed for efficiency and long-term service to the growing North Kitsap community.

 

This project demonstrates how thoughtful texture transforms essential infrastructure into a community landmark—practical, sustainable, and visually engaging.

I-405 NE 85th Street Interchange: Raising the Bar for Infrastructure Design

 

The I-405 NE 85th Street Interchange and Inline BRT Station Project is raising the bar for infrastructure design in Washington State, creating the region’s first-of-its-kind three-level interchange system.

 

Project Name: I-405 NE 85th Street Interchange and Inline BRT Station

Location: Kirkland, WA (along Interstate 405)

Owners: WSDOT / Sound Transit

Design-Build Contractor: Graham Contracting, Ltd.

Pattern Used: #1522 Ashlar

Liner Type: Durable urethane form liners

Project Value: $234.4 Million

Timeline: Construction began early 2023, completion expected late 2026/early 2027

Project Type: Design-build contract

 

Led by Graham Contracting under a design-build contract, this $234 million WSDOT/Sound Transit partnership is transforming one of the Eastside’s busiest interchanges. The existing two-level cloverleaf interchange is being replaced with an innovative three-level structure that accommodates multiple transportation modes simultaneously.

 

The Three Levels

 

Bottom Level:

Local traffic on Northeast 85th Street, including improved intersections with 114th Avenue NE/Kirkland Way

 

Middle Level:

A multimodal hub featuring Sound Transit’s Stride Bus Rapid Transit (BRT) station built directly in the median of I-405, with direct-access ramps for carpoolers and Express Toll Lane (ETL) users

 

Top Level:

Main I-405 freeway traffic

 

For the vertical design elements, Spec Formliners supplied the #1522 Ashlar pattern, manufactured in durable urethane form liners. WSDOT has praised the new texture for its clean, modern aesthetic, and Graham is putting it to work on major retaining walls and the large medallion pours that define the project’s architectural character.

 

Why Northeast 85th Street?

 

WSDOT and Sound Transit, working closely with the City of Kirkland, selected Northeast 85th Street because it serves as a critical connection between Downtown Kirkland, Redmond, and I-405. This location maximizes regional connectivity and transit access for the entire Eastside corridor.

Pedestrians & Cyclists:

Wider sidewalks and improved connectivity to regional transit networks

Carpoolers & ETL Users:

Direct-access ramps to the I-405 Express Toll Lane system

Environmental:

Fish barrier removal and upgraded stormwater management facilities

Safety:

New noise walls and enhanced pedestrian crossings

 

This project is part of the larger WSDOT I-405/SR 167 Corridor Program, comprising 150 projects designed to improve mobility throughout the region. Construction activities throughout 2024 and 2025 have included complex bridge column installations, paving operations, and drainage system upgrades – all while maintaining traffic flow on one of the region’s most heavily traveled corridors.

 

When complete in 2027, this interchange will stand as a model for modern multimodal infrastructure, improving mobility for drivers, carpoolers, cyclists, pedestrians, and transit riders while showcasing how thoughtful engineering and architectural detailing can come together on projects of this scale.
